SRM General Terms of Use

Hereby please be informed that for the purpose of internal control of prices applied during purchasing of goods, works and services, the information on quotations from suppliers of goods, works and services offered to Severstal Group Company are stored in SRM system at: https://procurement.severstal.com/irj/portal

The access to the mentioned information is restricted (available only for officials of Severstal Group Company and the respective supplier of goods, works and services who provided a quotation after self-registration in the system.)

Information on quotation can be entered into the system either by the supplier itself after self-registration in the system, or by an official of Severstal Group Company (in case of no registration by supplier). As soon as quotation is registered in the system, the notification on its registration is sent by e-mail to the supplier who submitted the quotation.

Please note that quotation registration in SRM system is not an acceptance of the quotation and does not result in any obligations for Severstal Group Company regarding entering into a supply contract and/or supply of any goods, works or services in accordance with quotation terms and conditions.

We also note that the quotation selection procedures used in the SRM system are not deemed to be tenders and do not entail legal consequences established in Articles 447 – 449 of the Civil Code of the Russian Federation.

When participating in procurement procedures in the SRM system of Severstal Group of Companies, we suggest that you should be guided by the following:

• It is necessary to register in advance in the SRM system using one of the ways established by the Regulations on work in the SRM. We remind you that those participants who have undergone the registration and qualification procedure in accordance with the procedure established by the Regulations on work in the SRM, are allowed to participate in the quotation selection procedures.
• Due to the fact that according to the Regulations on work in the SRM (Clause 4.3) after expiration of the deadline for submission of quotations, Quotations of Participants to participate in the procurement procedure shall not be accepted and considered, we kindly ask you to submit Quotations with all necessary documents before the established deadline (date, time) for submission of Quotations, to eliminate the risks of late submission of the Quotation and impossibility of posting the Quotation in the System. The Organizer of the procurement procedure does not have the right to make a decision on extension of the term of the procurement procedure, if information about the impossibility of submitting the quotation was received from the potential Participant of the procurement procedure after the expiration of the deadline for submission of Quotations.
• If is advisable to submit the best price quotation at the very beginning without counting on the possibility of its improvement during the negotiations or second round of quotations selection. The Regulations on work in SRM does not provide for the obligation of Severstal Group of Companies to negotiate or carry out second round of quotations selection.
• It is necessary to submit a carefully completed quotation that meets all the requirements specified in the procurement procedure and documentation of the procurement procedure from the very beginning, without counting on receiving clarification requests from the procurement procedure Organizer. In accordance with the Regulation on work in the SRM, the Organizer of the procurement procedure has no obligation to send a request to the procurement procedure participant to clarify the submitted quotation. At the same time, we would like to draw your attention to the fact that, in accordance with the Regulations on work with the SRM, participant of the System shall have the right, prior to expiration of the term for submission of quotations, to send to the Organizer of the procurement procedure a request to clarify the provisions of the documents on conduction of the procurement procedure.
