If you have identified a violation of the procurement procedure or it has become necessary to challenge the decisions of individual procurement procedures, you can contact the Committee for Conflict Resolution. The activity of Committee for Conflict Resolution is aimed at improving the transparency of procurement procedures, protecting competition, ensuring the effectiveness and cost-effectiveness of the procurement process, complying with the requirements and rules of the Company by all participants in the procurement process.

Issues considered by the Committee for Conflict Resolution:


  • complaints with regard to the procedure,
  • term,
  • quality,
  • results of conducted procurement procedures.

Any counterparty, including potential, regardless of which of the enterprises of the Severstal Group it is working or intends to work, can send a complaint to the Committee for Conflict Resolution.

Discrimination of counterparties who address the Committee for Conflict Resolution with justified and objective complaints is not allowed. The fact of addressing the Committee for Conflict Resolution cannot serve as a reason for refusal to participate in subsequent procurement procedures, declaring the winner and/or entering into contracts.

Equally, Severstal and its subsidiaries and affiliates, when considering complaints sent to the Committee for Conflict Resolution shall prevent the use of the Committee for Conflict Resolution to put pressure on decisions, make attempts of unjustified discredit of competitors or employees of the Severstal Group of Companies.
